Security Deposit Cleaning Washington State Guide

Losing your deposit over cleaning is more common than it should be

Most landlords in the Tri-Cities are reasonable people. They want to rent the unit again quickly, not fight over a dirty oven. But if a place looks rough at move-out, they have every right under Washington State law to deduct cleaning costs from your deposit. The good news is that a thorough clean before the walkthrough is one of the few things entirely in your control.

This post is general guidance, not legal advice. If you have a specific dispute, talk to a tenant's rights organization or an attorney.

Cleaning versus normal wear and tear

Washington State law draws a line between normal wear and tear and actual damage or uncleanliness. Landlords cannot charge you for wear and tear. They can charge you for things that go beyond that.

What is generally considered normal wear and tear

  • Small scuffs on walls from furniture sitting in place for years
  • Minor carpet wear on walking paths
  • Faded paint from sunlight, which is real here in Kennewick and Richland with our long, dry summers
  • Tiny nail holes from hanging pictures

What landlords can typically charge for

  • Grease buildup inside the oven or on burners
  • Dirty refrigerator shelves and drawers
  • Soap scum and mold in bathrooms left uncleaned
  • Dust caked onto ceiling fans and baseboards
  • Cabinets with sticky residue inside
  • Windows with film or grime on the interior glass

That last category is exactly what a professional move-out clean covers. In the Tri-Cities, dust is a real factor. Wind comes off the Horse Heaven Hills, and open ground around Pasco farm country means dust storms are not rare. A unit that sat vacant even a few weeks before your move-out date can collect a visible layer. That is not your fault, but a dirty unit at walkthrough still looks like your fault unless you clean it right before you leave.

Document everything before you leave

Before you hand over the keys, walk every room with your phone and take dated photos and short video clips. Open every cabinet, photograph inside the fridge, run the light over baseboards and ceiling fans. This protects you if a landlord later claims something was damaged.

If you did a move-in inspection report when you arrived, compare your move-out photos against it. Anything that was already there when you moved in is not your responsibility.

Keep copies of all communication with your landlord about the move-out date and condition of the unit. Text messages and emails work well because they are automatically dated.

What Washington State says about returning your deposit

Under Washington State law, your landlord must return your deposit or send you an itemized written statement of deductions within a set time period after you vacate. If they miss that window, they may lose the right to make deductions at all. The specific deadline is something worth confirming with a legal resource, but the key point is that there is a hard deadline and landlords are bound by it.

If deductions are made, the itemized statement must explain what the charges are for. A vague line like "cleaning" without detail is worth pushing back on.

Schedule your move-out clean before the walkthrough, not after

This is the single most practical thing you can do. Schedule the clean for the day before or the morning of the walkthrough, after your belongings are out. An empty unit is much easier to clean thoroughly, and the landlord sees it at its best.

Our move-in/move-out cleaning covers exactly the areas landlords inspect most closely. That includes the inside of the oven, baseboards, ceiling fans, interior windows, inside the refrigerator, and inside cabinets. These are the spots that show up on itemized deduction lists most often.

We work with tenants across Kennewick, Richland, Pasco, and West Richland. Hanford and PNNL contractor leases turn over constantly, and we see this situation regularly. Whether you are in a newer build out in Southridge or Badger Mountain South, or an older Alphabet House in north Richland, the checklist is the same.

What affects the cost of a move-out clean

We quote flat by the number of bedrooms, the number of bathrooms, and the type of clean. Condition matters too, as does whether there are pets in the home, which can add a pet hair fee. We never give a vague estimate. Text us your bedroom and bathroom count and we send back an exact quote, usually within a few minutes, with no obligation to book.

One less thing to worry about on moving day

Moving is already a lot to manage. Getting a professional clean done before the walkthrough takes one real risk off the table. You leave with documentation, a clean unit, and a much better chance of seeing your full deposit come back.
